-During the later years of the empire, farming was one on large lands called "latifundia" That were owned by wealthy men who had slaves working for them. A famer on these lands who had to pay workmen could not produce goods as cheaply.
-Many farmers could not compete with these low prices and lost or sold their farms. This not only undermined the citizen farmer who passed his values to his family, but also filled the cities with unemployed people.
-At one time the emperor was importing grain to feed over 100,000 people in Rome alone.
-These people who were fed were not only unemployed, but also had little to do but cause trouble and contribute to an increasing crime rate.
-Cheap slave labor resulted in the unemployment of the people of Rome who became dependent on handouts from the state.
-The Romans attempted a policy of unrestricted trade but this lead to working class Romans being unable to compete with foreign trade.
-The government was therefore forced to subsidize the working class Romans to make up the differences in prices.
-This resulted in thousands of Romans choosing just to live on the subsides sacrificing their standard of living with an idle life of ease. The massive divide between the rich and the poor increased still further.
-Most men who were unemployed decided to join the army.

-We have unemployment insurance which provides money for 28 weeks. The amount of money given is determined by previous work of the claim year.
-If one's time runs out (still unemployed after 28 weeks) emergency unemployment insurance may be allowed under cirtain curcumstances.
-Most unemployed people are entitled to Tier 1, which is an unemployment insurance that lasts 14 weeks.
-There are also Tiers 2-4, but to be eligable for these the unemployment rates must be above a certain point.
-Depending on the claim date, you may be eligable for extra weeks to your unemployment insurance.
-The unemployment rate has dropped from 7.8% to 0.7%, so the country has created over the past 34 months 5.8 million jobs to decrease this number.
-Obama has suggested more flexibility in states to give funds to training and job placement.
-Obama has also suggested a tax credit buisiness to hire workers out of jobs for more than 6 months
-He has also given an 8 billion fund to help with job placement and training

To save them, we are using the modern knowledge we have today. To help me have a better understanding on how to "save Rome", I would like to ask you some questions about unemployment today:

1) How has the EUC (emergency unemployment compensation) effected our country today? What improvements has it made with unemployment?
2) About how many people have ended up taking advantage of EUC since it has been founded? (Or how many people yearly, if that is easier).
3) I read while researching that depending on the claim date, one may be eligable for extra weeks in your unemployment insurance. How is this determied?
4) I also read that if you are still unemployed by 28 weeks, under cirtain circumstances you may be eligable for EUC. What are these circumstances?
5) Finally, which unemployment solution today has had the best effect? Has it been the ECU, Teirs 1-4, or something different?
